Birth to 3rd Grade Case Studies

Based on Illinois’ participation in a National Governor’s Association Birth to 3rd Grade Policy Academy, the following briefs tell the stories of four communities.

Elgin, Oak Park, Urbana and West Chicago all recognized the benefit of integrating birth to 3rd grade experiences for their children, families and educators. These local school districts invested resources—time, energy, finances, and human capital—to prioritize young children’s learning experiences.

The Ounce, BUILD Initiative, and the Illinois Governor’s Office of Early Childhood and Development created these briefs in collaboration with each community to highlight promising strategies and practices that educators, school and program leaders, and area partners have used to align early childhood and early elementary school learning environments.
